Subject: Increased Reactor Coolant System Leakage
Discussion:
On December 7, 2002, the licensee made a drywell entry to determine the
cause of the increased reactor coolant system (RCS) leakage on unit 3.
The licensee identified the leak on the 3A reactor recirculation system
sensing line. Since this is pressure boundary leakage, the unit was
required to be shut down by Technical Specifications. The leak was at the
same 3/4 inch socket weld location that had been recently repaired during
the unit 3 November outage. The licensee entered Mode 4 at 5:28 p.m. on
December 7, 2002.
Regional Action:
The senior resident inspector and regional staff are monitoring the unit
restart activities.
