Subject: Issuance of RIS 2002-12E
Regulatory Issue Summary (RIS) 2002-12E, "CATEGORY I FUEL FACILITIES -
NRC THREAT ADVISORY AND PROTECTIVE MEASURES SYSTEM," was issued on August
19, 2002. This summary was issued to all Category I fuel facilities to
inform them of changes to the threat advisory conditions and provide
guidance for preplanning graded protective measures to respond to changes
in the threat environment. This RIS supersedes Information Notice 98-35,
"Threat Assessments and Consideration of Heightened Physical Protection
Measures" (dated September 4, 1998).
Enclosure 2 of the RIS will not be released to the public because it
contains sensitive information and must be accorded the protection
required under 10 CFR 73.21. Without Enclosure 2, the document is
unclassified.

Subject: REORGANIZATION OF SENIOR MANAGEMENT TEAM
Discussion:
On September 5, 2002, Energy Northwest announced the following
reorganization of their senior management team. Mr. Dale Atkinson was
named Vice President, Technical Services. In his new position,
Mr. Atkinson will be responsible for construction and maintenance
services, engineering, information services, performance assessment and
regulatory services, program quality, and resources protection.
Mr. Atkinson most recently served as engineering manager. Mr. Mike
Humphreys was named engineering manager.
Mr. Rod Webring was named Vice President, Nuclear Generation. In his new
position, Mr. Webring will be responsible for all work directly connected
with Columbia Generating Station, including performance management, plant
general manager, long-range planning, nuclear training and the Utility
Services Alliance membership activities. Mr. Webring most recently
served as Vice President, Operation Support/PIO.
