Headquarters Daily Report APRIL 26, 2002 *************************************************************************** REPORT NEGATIVE NO INPUT ATTACHED INPUT RECEIVED RECEIVED HEADQUARTERS X REGION I X REGION II X REGION III X REGION IV X PRIORITY ATTENTION REQUIRED MORNING REPORT - REGION II APRIL 26, 2002 Licensee/Facility: Notification: Tennessee Valley Authority MR Number: 2-02-0008 Browns Ferry 2 Date: 04/26/02 Decatur,Alabama Dockets: 50-260 BWR/GE-4 Subject: PERSONNEL CONTAMINATION Discussion: On April 25, 2002, at about 8:00 a.m. the licensee informed the NRC that at about 8:00 p.m. CDST, on April 24, 2002, 54 personnel were identified with potential intake of radionuclides. The problem occurred during maintenance activities on Unit 2 to remove reactor vessel internals during the ongoing refueling outage. The unexpected airborne radioactivity was released during unlatching of the moisture separators. The licensee determined that the worst case whole body dose to workers was about 46 milli/rem and calculated a thyroid dose of approximately 1.5 rem based on the primary isotope contaminants of Iodine131 and 133. The worst case doses to workers were considerably below the committed whole body deep dose and thyroid dose limits of 5 rem and 50 rem specified in 10 CFR Part 20. There were no regulatory limits exceeded and the threshold was not reached for a required licensee event report. The licensee completed decontamination procedures and initiated a detailed screening process to monitor the contaminated workers. The licensee does not plan to initiate a press release. NRC Region II Management discussed this event with licensee management on April 25 and 26.
