Subject: Issuance of Information Notice 2000-15

Information Notice 2000-15, "RECENT EVENTS RESULTING IN WHOLE BODY
EXPOSURES EXCEEDING REGULATORY LIMITS," was issued on September 29, 2000.
This notice was issued to all radiography licensees to alert them of
recent events that resulted in radiographers receiving doses in excess of
regulatory limits.

Subject: MILLSTONE REORGANIZATION

Discussion:

On October 4, 2000 the Northeast Utilities (NU) management team at
Millstone Station announced the selection of approximately 40 managers to
fill the positions of "Process Owners" under the Millstone reorganization
into a Process Enterprise, which uses an asset management philosophy.
Previously, on September 6, the Chief Nuclear Officer, Lee Olivier,
announced the selection of his two vice presidents, one for Generation
(Gene Grecheck, on loan from Dominion Resources) and one for Nuclear
Technical Services (Ray Necci, currently a Millstone VP), to fill the
officer positions with him.  On September 11, Mr. Olivier announced the
nine Master Process Owners who will serve under the three officers.  The
current announcement of the Process Owners continues the cascade, which
will follow next with the selection of Team Leaders, and ultimately with
the selection of the team members in Millstone Station's final
process-based organization.

While several of the Process Owner (PO) positions have been filled with
individuals who had manned similar managerial positions (e.g., the
current managers of Regulatory Affairs, Radiological Protection,
Chemistry, and the Employee Concerns Program, as well as several others,
become POs for the same jobs), some changes in both organizational
structure and personnel are noteworthy.  As an example, the traditional
Station Engineering function has been designated as "Manage the Asset",
with POs for Asset Production, Configuration Control, Asset Strategy,
Information Technology, and Nuclear Fuel within this reorganized entity.
In the Operations area, a licensed shift manager (Bill Hoffner) has been
promoted to the position of Unit 3 Operations PO, with the current
Operations Manager (Mike Wilson) laterally moving to the Operator
Training PO for both units.  Also, some further organizational decisions
are pending, as a couple PO positions remain to be filled, and some MPO
and PO positions are transitional until the sale of Millstone Station to
Dominion Resources is finalized and the integration process completed.
The transition to the new Process Enterprise organization for Millstone
Station is scheduled to be complete, including turnover activities and
the assurance of compliance with regulatory requirements and commitments,
on or around December 1, 2000.
