Subject: RESTART READINESS ASSESSMENT TEAM INSPECTION

Discussion:

On May 8, 2000, Region III commenced a two week Restart Readiness
Assessment Team Inspection (RRATI) at D.C. Cook. The objective of this
inspection is to evaluate the readiness of plant hardware, plant staff
and management programs to support a safe restart and continued operation
of D.C. Cook Unit 2. The RRATI will consist of 10 inspectors from Regions
I, II, and III, and will include 72-hours of around the clock inspection
of control room activities. At the conclusion of this inspection, the
team will present its findings to the NRC Inspection Manual Chapter 0350
Restart Panel. The Panel currently provides oversight of the agency's
efforts to assess restart readiness of the D. C. Cook facility. The NRC
will use the RRATI findings as input for the staff's restart readiness
assessment.
