Subject: PLANT RESTART FOLLOWING REFUELING OUTGAGE

Discussion:

Approximately 36 hours after reactor criticality and subsequent to plant
startup testing and inspections, the Monticello Cycle 19 refueling outage
officially ended when the unit connected to the electrical distribution
grid at 5:42 a.m. on February 29, 2000.

Regional Action:

The resident inspectors observed control room activities during the
restart and associated testing. No problems were identified with the
performance of operators or safety-related plant equipment. The
inspectors continue to monitor plant operations and power ascension.
