Information Notice 99-31, "OPERATIONAL CONTROLS TO GUARD AGAINST
INADVERTENT NUCLEAR CRITICALITY," will be issued on November 17, 1999.

This notice is being issued to all fuel cycle conversion, enrichment, and
fabrication facilities to alert them to a recent criticality accident in
Japan that resulted in a significant radiation exposure to workers and
members of the public.  Although an evaluation of the accident is
ongoing, the NRC expects recipients to review the information and
consider actions, as appropriate, to protect against a similar
occurrence.
