Subject: WORKERS FOUND CONTAMINATED UPON ARRIVAL AT PEACH BOTTOM

Discussion:

On October 1, 1999, radiation protection personnel at the Peach Bottom
station identified two contract workers with trace surface contamination
who had recently worked at other licensee facilities. The contamination
did not present a worker or public dose concern. Worker 1 came to Peach
Bottom from a facility (Laguna Verde) in Mexico. The worker's shoes were
found to have fixed contamination when he attempted to exit the
radiological controlled area (RCA). The contamination was embedded in the
leather uppers, and was not removable. The contamination was detected
when measured with high sensitivity gamma detection equipment. The shoes
were confiscated. Although the worker had been in a contaminated area,
the licensee's investigation concluded the contamination was residual
from a previous contamination event at Laguna Verde. The licensee is
continuing to review the event and is planning to contact Laguna Verde.
Worker 2 had uniform trace contamination on his clothing when he
attempted to exit portal monitors located in the station's security
building. The aggregate fixed activity on the clothes alarmed the high
sensitivity gamma monitors. The worker had not worn the clothes into the
RCA, but had left them in a change area. The worker had last worked at an
Agreement State licensed facility (Frank Hake Associates) in Memphis,
Tennessee. Three bags of the worker's clothes were confiscated. PECO
planned to discuss the issue with the Radiation Safety Officer of the
Tennessee facility, and had contacted Commonwealth of Pennsylvania
radiation safety personnel to evaluate additional actions. Region I
notified Region II State Agreements personnel as well as NRC
headquarters. Region I Public Affairs personnel are aware of the issue
and will respond to media inquires.

Subject: ANNOUNCEMENT OF DUANE ARNOLD ENERGY CENTER (DAEC) MANAGEMENT
         CHANGE


Discussion:

On October 4, 1999, the licensee announced that, effective immediately,
Mr. Richard L. Anderson will assume the position of Plant Manager,
Nuclear. Mr. Anderson has 20 years of experience with DAEC in various
positions. Mr. Anderson has a Bachelor of Business Administration from
the University of Iowa. Mr. Anderson will report to Gary Van
Middlesworth, Site General Manager. Mr. Van Middlesworth was formerly the
Plant Manager. Mr. Van Middlesworth will report to Mr. David L. Wilson,
Vice President Nuclear, Alliant Energy, and Vice President, Operations
Support in the newly formed Nuclear Management Company composed of
Alliant Energy, Wisconsin Electric, Wisconsin Public Service and Northern
States Power.
