MR Number: 4-99-0021 Trojan 1 Date: 07/30/99 Ranier,Oregon Dockets: 50-344 PWR/W-4-LP Subject: DRY CASK STORAGE WORK HALTED Discussion: On July 12, 1999, the licensee initiated loading of their first TranStor storage cask with spent fuel. Loading was performed in the cask loading pit adjacent and connected to the spent fuel pool. The licensee planned to load 34 casks. Each cask is capable of holding 24 spent fuel assemblies. Prior to and during loading of the first spent fuel assembly into the cask, a brownish coloration of the water in the cask and gas bubbles were observed. Provisions were established by the licensee to circulate and filter the water from the cask through a demineralizer system. However, by the time the eighth spent fuel assembly was loaded, the cloudiness problem had progressed to the point that loading was stopped. Over the next several days, the licensee experienced additional clouding of the water and generation of gas bubbles. The cask loading pit became cloudy to the point that visibility was less than one foot. A second larger demineralizer system and an underwater clean-up system were placed in operation. Gas bubbles and water samples were collected and analyzed. The gas bubbles consisted of hydrogen, oxygen and nitrogen. Samples of the cloudy water were found to contain high levels of iron oxide. The TranStor cask consisted of a stainless steel shell with carbon steel internal sleeves. The carbon steel was coated with a special coating to prevent interaction of the carbon steel with the borated water in the spent fuel pool. However, certain areas around welds on the sleeves were not coated. This area consisted of about 4% of the surface area of the carbon steel. The bubbles and cloudiness were determined to be from the interaction of the uncoated carbon steel with the borated water. Tests of the coating used on the carbon steel were conducted prior to qualifying the coating. The tests indicated no interaction between the coating, when properly applied, and the borated water. However, an interaction between carbon steel and borated water was known. On July 23, 1999, the water clarity problem was resolved and the cask was unloaded. The licensee initiated an examination of the cask and found the carbon steel to be within acceptable tolerances with no significant degradation from the interaction with the borated water. However, the coating failed the test for adhesiveness. The licensee is currently evaluating the situation including submittal of information to the NRC for review. Regional Action: NRC personnel will be onsite examining the cask during the week of August 2, 1999.
