Discussion:
The U.S. Nuclear Regulatory Commission intends to issue an information
notice discussing the May 14, 1999, manual reactor trip at Point Beach
Unit 1. The manual trip was in response to the occurrence of a steam leak
on the number 4B feedwater heater. The steam leak resulted when the
number feedwater heater shell ruptured.

Subject: UNIT 2 STARTUP FROM REFUELING OUTAGE
Discussion:
Unit 2 was returned to service from refueling outage A2R07. The unit was
made critical at 3:30 p.m. and synchronized to the electrical grid at
6:21 p.m. on May 20, 1999. Major work accomplished during the outage
included a modification to the 2B Emergency Diesel Generator electronic
governor, a modification to the auxiliary feedwater flow control valve
trim, and repairs to a pressurizer spray valve.

Subject: FERMI STARTUP FOLLOWING FORCED OUTAGE
Discussion:
The Fermi 2 nuclear plant was taken critical at 1:27 p.m. on May 20,
1999, and the main generator was synchronized to the grid at 6:40 a.m. on
May 21, 1999, following a forced outage. The forced outage began on May
18, 1999, when the operators manually scrammed the reactor in response to
the trip of the "A" reactor recirculating pump which placed the reactor
in a prohibited region of the Technical Specification power to flow map.
Regional Action:
The resident inspectors monitored the startup activities.
