Subject: UNIT 1 REFUELING OUTAGE

Discussion:

Prairie Island Unit 1 began its cycle 20 refueling outage on April 17,
1999. The outage is planned for 42 days with return to full power
operation planned for May 31. Major activities for the outage include
steam generator eddy current inspections, steam generator primary manway
and bolt hole repairs, a full-core fuel offload to support incore
monitoring thimble tube replacement, '1M' auxiliary transformer
replacement, and removal of the Unit 1 part-length control rod drive
mechanisms (CRDMs) and capping of the housings. The transformer is being
replaced because it catastrophically failed on January 5, 1999. The
part-length CRDMs are being removed because a Unit 2 part-length CRDM
developed an unisolable leak in February 1998. In addition, during the
outage, on May 1, an open-house will be held as part of the 25th
anniversary celebration for Unit 1 and will allow members of the local
community to tour selected areas of Unit 1.

Regional Action:

The resident inspectors observed the reactor shutdown from the control
room and will review selected operations and maintenance activities
during the outage.

Subject: Site Management Changes

Discussion:

Effective May 1, 1999, Mr. Gilles Page will succeed Dr. Bruce Kaiser as
the Vice President, Nuclear Fuels, at the ABB-CE Hematite and Windsor
Facilities. Mr. Page has been with the ABB-CE Nuclear Power organization
since 1985 and is currently the Director of Operations at the Hematite
and Windsor Facilities. No announcement regarding a successor for the
Director of Operations position at the Hematite and Windsor Facilities
has been made at this time.
