Headquarters Daily Report MARCH 02, 1999 *************************************************************************** REPORT NEGATIVE NO INPUT ATTACHED INPUT RECEIVED RECEIVED HEADQUARTERS X REGION I X REGION II X REGION III X REGION IV X PRIORITY ATTENTION REQUIRED MORNING REPORT - HEADQUARTERS MARCH 2, 1999 Licensee/Facility: Notification: MR Number: H-99-0020 Proposed Generic Communication Date: 03/02/99 Subject: Proposed Information Notice - Unanticipated Reactor Water Drain Down at Arkansas Nuclear, Unit 2 and Quad Cities, Unit 2 Discussion: On February 2, 1999, with the unit in the 25th day of the refueling outage, Arkansas Nuclear, Unit 2 (PWR/CE) experienced an unanticipated reactor vessel drain down and entry into reduced inventory while preparing to replace the reactor vessel head. On February 24, 1999, with the unit in cold shutdown, Quad Cities, Unit 2 (BWR/GE-3) experienced an inadvertent drain down of approximately 6,000 gallons of reactor water to the torus. The staff will issue an information notice to discuss two inadvertent reductions of reactor water level inventory. Contact: Chuck Petrone, NRR/PECB (301) 415-1027 Email: cdp@nrc.gov _ REGION II MORNING REPORT PAGE 2 MARCH 2, 1999 Licensee/Facility: Notification: MR Number: 2-99-0003 Bluefield Iron Date: 03/02/99 Bluefield,Virginia Subject: GENERAL LICENSE MATERIAL FOUND IN SCRAPYARD Discussion: On March 1, 1999, the Virginia Department of Health notified the NRC that a static charge neutralizer, containing 10 millicuries of Krypton-85 gas, was detected by radiation monitors at the Roanoke Electric Steel smelter plant in Roanoke, VA. A representative from the Virginia Department of Health responded to the site, and had the device returned to Bluefield Iron scrapyard in Bluefield, VA. Contact radiation levels were measured at Bluefield Iron and reported to be 5 millirem per hour. The exterior of the device was missing end-caps and slightly deformed. The device was placed in a 55 gallon drum. The generally licensed device was originally manufactured by TSI of St. Paul, MN, however the licensee is currently unknown.
