Subject: COMPLETION OF ANO, UNIT 2, REFUELING OUTAGE

Discussion:

On February 25, at 1:41 p.m., Arkansas Nuclear One, Unit 2, completed
Refueling Outage 2R13.  The refueling outage began on January 9, 1999. In
addition to refueling the reactor, major work completed during the outage
included replacement of main condenser tube bundles, moisture separator
reheater tube bundles, and one reactor coolant pump seal. Plant staff
also replaced safety-related inverters and portions of service water
system piping; performed steam generator testing and repair; performed
reactor vessel 10-year inservice inspection; and performed inspection of
the main generator.

Regional Action:

The resident inspectors will monitor the return of ANO, Unit 2, to full
power.

Subject: STARTUP FROM REFUELING OUTAGE

Discussion:

On February 26, 1999, San Onofre Unit 2 restarted and connected to the
grid after completing a 54-day outage.  Major work activities completed
during the 2R10 refueling outage included refueling; replacing the low
pressure turbines; steam generator eddy current testing, sleeving and
plugging; relining the diesel generator fuel oil storage tanks; and
modifying the component cooling water noncritical loop isolation valves,
which ensured that the safety-related design flows could be maintained.
The licensee plugged 50 tubes in each steam generator and sleeved 86 and
52 tubes in the SG2E088 and SG2E089 steam generators, respectively.
These values were much lower than anticipated.  Upon startup, the
licensee implemented a 13 degree F reactor coolant temperature reduction
in order to aid in preserving the life of the steam generator tubes.
