NEW ISSUE. The fuel vendor ABB-CE reports incorrect modeling of the
reactor vessel lower plenum volume in the BISON fast transient analysis
code. The vendor has determined that this defect applies only to reload
fuel assemblies currently in operation at the WNP-2 boiling water reactor
nuclear power plant and that there is no safety problem for operation of
the previous Cycles 12 and 13 and the current Cycle 14. However, for
certain operating states in Cycle 14 with fuel exposures less than 5,000
Mwd/MTU and for all operating states with exposure greater than 5,000
Mwd/MTU the minimum critical power ratio operating limits must be
increased to accommodate the defect. The WNP-2 licensee projects that
exposure will be reached in early 1999. The vendor provided revised
operating limits to the licensee, modified the code model, and notified
all its customers of this condition.

NEW ISSUE. The fuel vendor ABB-CE reports a defect concerning the XL-S96
critical power ratio correlation, which is based solely on a cosine axial
power shape, for ABB SVEA-96 fuel assemblies for boiling water reactors.
The vendor has determined that the defect only applies to Cycle 14 reload
fuel assemblies currently in operation at the WNP-2 nuclear power plant
for fuel exposures equal to or greater than 5,600 Mwd/MTU. The WNP-2
licensee projects that exposure will be reached in February 1999. The
vendor recommended corrective actions to the licensee to ensure that
sufficient margin for monitoring the core critical power ratio is
maintained.

NEW ISSUE. The fuel vendor ABB-CE reports a potential manufacturing
deviation in fuel assembly control element assembly guide tube wear
sleeves. Local regions on some sleeves in delivered ABB-CE pressurized
water reactor fuel have less than minimum specified chrome plating
thickness on the inside diameter. The vendor has determined this
condition to not create a substantial safety hazard and therefore not to
be reportable under 10 CFR Part 21. However, since the guide tube wear
sleeve is an NRC-approved design, the vendor submitted this report for
information. The vendor notified all its affected customers.
