MR Number: 4-99-0002 Arkansas Nuclear 1 Date: 01/06/99 Russelville,Arkansas SRI by E-Mail Dockets: 50-313 PWR/B&W-L-LP Subject: RESTART FROM SHUTDOWN EXCEEDING 72 HOURS REFERENCE: Event Numbers 35192, 35199 Discussion: On December 28, 1998, operators at ANO Unit 1 tripped the unit from 7 percent power when a large influx of fish (shad) caused a loss of circulating water system suction pressure. Since the shutdown, the plant staff has modified the traveling screens to improve fish removal. The changes included upgrading the motors to increase the screen speed and adding a second set of fish lips to the screens to remove more fish. In addition,they replaced fiberglass screens with steel screens in two of the four intake bays, replaced the screen motor breakers with breakers of increased trip current ratings, and resized the shear pins on the screen to ensure that the pins protect the motors from overload. The plant staff demonstrated the effectiveness of the modifications prior to plant restart. Upon completion of these corrective actions, operators began to withdraw control rods at 3:27 p.m. on January 5, 1999, made the plant critical at 5:56 p.m., and closed the main generator output breaker at 11:28 p.m. As of 7 a.m. on January 6, operators were holding the plant at 26 percent power while technicians made adjustments to a main feedwater low flow isolation valve. Plant management intends to resume the increase to full power when workers have completed the valve adjustment. Regional Action: The resident inspectors are monitoring the power ascension.
