TECHNICAL SPECIFICATION REQUIRED SHUTDOWN DUE TO DROPPED CONTROL ROD

"During low power physics testing, Shutdown Bank B, rod E-11 dropped from 227 steps (ARO [all rods out] 230) to 135 steps. Technical Specification 3.0.3 was entered. Unit 3 Reactor was tripped at 0920 and stabilized in mode 3."

The licensee will notify the NRC Resident Inspector. See also similar event EN # 41229 11/29/04.

A licensed employee was determined to be under the influence of alcohol during a random test. The employee's access to the plant has been terminated. Contact the Headquarters Operations Officer for additional details.

The licensee informed the NRC resident operator.
