SHUTDOWN COOLING INOPERABLE WHILE IN MODE ONE

The logic for the Shutdown Cooling System would have prevented placing
Shutdown Cooling in service. Although Shutdown Cooling is not currently
required in mode 1, the logic is required. A component had high resistance
which generated a signal like an actual high temperature condition. This
condition would have prevented placing Shutdown Cooling in service. The
high resistance is believed to have been caused by dirty contacts.

The problem has been corrected, and the components are being retested.

The licensee notified the NRC resident inspector.
