| PLANNED OFFSITE NOTIFICATION DUE TO DISCOVERY OF A DEAD SEA TURTLE IN THE    |
| INTAKE CANAL                                                                 |
|                                                                              |
| At 0200, the licensee recovered a dead sea turtle from the plant's intake    |
| canal.  In accordance with the licensee's marine turtle permit, the land     |
| utilization department plans to notify the Department of Environmental       |
| Protection's Bureau of Protected Species within 12 hours.                    |
|                                                                              |
| The licensee also plans to notify the NRC resident inspector.                |

| OFFSITE NOTIFICATION TO FLORIDA AGENCY INVOLVING ADDITIONAL DEAD SEA TURTLE  |
|                                                                              |
| "A dead sea turtle was recovered from the St. Lucie plant intake canal at    |
| approximately 0800 hours on 9/7/99.  The Florida Department of Environmental |
| Protection was notified at 0854 hours as required by the St. Lucie plant sea |
| turtle permit.  This notification to a state government agency requires a    |
| 4-hour non-emergency notification to the NRC per 10CFR50.72(b)(2)(vi)."      |

| CASTLE HAYNE ROAD IN WILMINGTON, NC , ORDERED AND RECEIVED SIX (6) EVENLITE  |
| 101 EXIT SIGNS ON 4/20/99.  EACH SIGN CONTAINS 6.5 CURIES TRITIUM.  THE      |
| SIGNS  WERE PLACED IN STORAGE AT THE WILMINGTON, NC, LOCATION.  A RECENT     |
| INVENTORY DETERMINED THAT TWO (2) OF THESE SIGNS ARE MISSING.  AT 0945 EDT   |
| ON 9/7/99, THE NC DIVISION OF RADIATION PROTECTION WAS INFORMED AS           |
| DOCUMENTED IN NC INCIDENT REPORT #99-21.                                     |

| THE LICENSEE DECLARED ENTERED AN UNUSUAL EVENT AT 1625 EDT BASED ON A        |
| SIGNIFICANT LOSS OF OFFSITE COMMUNICATION CAPABILITY.  ALL TERRESTRIAL       |
| TELEPHONE LAND LINES ARE UNAVAILABLE THROUGHOUT THE COUNTY DUE TO AN         |
| APPARENT LINE CUT.  THE LICENSEE HAS ONE (1) FUNCTIONING SATELLITE PHONE     |
