| IMPROVED TECHNICAL SPECIFICATION REVIEW FOUND SUSPECT SURVEILLANCE           |
|                                                                              |
| The licensee identified a suspect surveillance during a programatic review   |
| of  Improved Technical Specifications Surveillances.  The surveillance       |
| involved the timers for the hydrogen skimmer suction isolation valves.  The  |
| acceptance criteria in the surveillance procedure was higher than allowed by |
| the acceptance criteria of the Updated Final Safety Analysis Report Table    |
| 7-15.  The licensee entered LCO 3.0.3 due to both trains being out of        |
| tolerance.  The licensee exited LCO 3.0.3 at 0059 EST after one of the       |
| timers was recalibrated and that train was declared operable.                |
|                                                                              |
| The licensee also verified unit 1 hydrogen skimmer suction valve timers were |
| in specification.  One of unit 1's valves was out of specification and will  |
| be reported as a 30 day written report.                                      |
|                                                                              |
| The licensee notified the NRC Resident Inspector.                            |

| Event was reported by Wittnauer Worldwide, L.P., located in Cayey, Puerto    |
| Rico.                                                                        |
|                                                                              |
| NRC Region 2 conducted and inspection of Wittnauer Worldwide, L.P. on        |
| October 26, 1998.  On January 22, 1999, Wittnauer Worldwide, L.P. received   |
| an inspection report from the US NRC containing two violations involving     |
| missing radioactive material (tritium).  On March 3, 1999, the licensee sent |
| a response to the NRC Region 2 addressing the violations.                    |
|                                                                              |
| The licensee reported missing 0.27 curies of tritium for the month of        |
| November, 1997; 0.29 curies for December, 1997; 0.34 curies for the month of |
| January, 1998; 0.41 curies for the month of February, 1998;  0.31 curies for |
| the month of August, 1998; and 0.42 curies for the month of September,       |
| 1998.                                                                        |
|                                                                              |
| The licensee believes that the missing tritium , which is used on watch      |
| hands, was used to replace old watch hands  (the tritium was not accounted   |
| for when the new watch hands were used to replace old watch hands on watches |
| that were being repaired).                                                   |
|                                                                              |
| Wittnauer Worldwide, L.P. acquired the watch company in December, 1996.      |
|                                                                              |
| NRC Region 2 (Mark Lesser) has been following this event.                    |
