Enforcement Manual Change Notice - Revision 12

Revision 12 was issued on December 17, 2025. The change involved updates to select portions of the Enforcement Manual, including Enforcement Guidance Memoranda to Appendix A, as follows:

• Updated text referring to the Enforcement Action Tracking System (EATS) with its replacement, the “Allegation, Resolution, Investigation, and Enforcement System” (ARIES).
   
• Section 1.2.7, Using Other Enforcement Guidance Documents: Revised to provide guidance for coordination and communication during the development phase of an Enforcement Guidance Memorandum (EGM) or Interim Enforcement Policy (IEP).
   
• Section 2.7, Orders: Provided guidance for documentation of the inspection and tracking of orders in Section 2.7.8.2.
   
• Section 1.1.6, Enforcement Panel (Part II): Revised to enhance guidance for disagreeing with an OI conclusion in Section 1.1.6.E. 
   
• Issued EGM-23-001 Revision 1, "Interim Guidance for Dispositioning Violations Associated with the Enhanced Weapons, Firearms Background Checks, and Security Event Notification Rule."
   
• Removed EGM 25-001, "Enforcement Guidance for Dispositioning Noncompliances Related to a General Licensees Use of Certain Non-Qualified Spent Fuel Casks," due to the issuance of IEP 9.4, “Enforcement Discretion for General Licensee Adoption of Certificate of Compliance Holder-Generated Changes under 10 CFR 72.48.”
   
• Minor editing and formatting changes
