The purpose of this regulatory conference is to discuss, before the agency makes a final determination, the safety significance of a preliminary finding of substantial safety significance (Yellow) and associated apparent violation of NRC requirements regarding a condition adverse to quality that was not corrected and eventually resulted in the inoperability of an emergency diesel generator at the V.C. Summer Nuclear Station. The preliminary finding and apparent violation are discussed in NRC Inspection Report 05000395/2023090, dated October 4, 2023 (NRC's Agencywide Documents Access and Management System [ADAMS] Accession No. ML23268A467).
