Purpose
The purpose of this teleconference is for the NRC to discuss with Exelon Generation Company, LLC (Exelon) the R. E. Ginna Nuclear Power Plant's expedited outage-related license amendment request to add a one-time note for use of alternative means for residual heat removal. Exelon proposes to revise Technical Specification (TS) 3.4.7 (“RCS [Reactor Coolant System] Loops – MODE 5, Loops Filled”) and TS 3.4.8 (“RCS Loops – MODE 5, Loops Not Filled”) to add an asterisk to the term "residual heat removal (RHR) loop*, in order to expand the definition of an RHR loop to include a water-solid steam generator loop, as well as an alternate RHR loop. This one-time change is requested to support the station in the shutdown of the reactor during the upcoming refueling outage scheduled to start in April 2020, due to the possibility of not being able to open the normal RHR suction valve MOV 700.
