2.0 Site Status Summary

Kewaunee Power Station (KPS) was a 1,772 Mwt, pressurized water reactor that was operated from December of 1973 to May 7, 2013. Kewaunee submitted its post-shutdown decommissioning activities report (PSDAR) and conducted a public meeting near the site on April 24, 2013. The facility retains its Part 50 license but is no longer authorized to operate or emplace fuel in the reactor vessel. KPS currently has an independent spent fuel storage installation (ISFSI) on site.  KPS completed transfer of spent fuel from its spent fuel pool to its ISFSI in June 2017. Major decommissioning and dismantlement activities are scheduled to begin in 2069.

3.0 Major Technical or Regulatory Issues

The NRC received and is considering approval of an application filed by Dominion Energy Kewaunee, Inc. (the licensee) and EnergySolutions, LLC (EnergySolutions) on May 10, 2021, as supplemented by letter dated May 13, 2021.  The application seeks NRC approval of the indirect transfer of control of Renewed Facility Operating License No. DPR-43 for KPS and the general license for the Kewaunee independent spent fuel storage installation (ISFSI) from Dominion Nuclear Projects, Inc., the parent entity of the licensee, to EnergySolutions.  As part of the proposed transfer, the name of the licensee would be changed to Kewaunee Solutions, Inc. (Kewaunee Solutions).  The NRC is also considering amending the renewed facility operating license for administrative purposes to reflect the proposed transfer.

The NRC evaluation of the license transfer application is expected to be completed in early 2022.  If the license transfer is approved by the NRC, Kewaunee Solutions plans to complete the decommissioning 2031 and manage the spent fuel in dry storage until it is removed from the site.
