On April 15, 1970, NRC authorized GE Hitachi (GEH) to possess but not operate the reactor. The license was renewed on June 11, 1976, and remains in effect under the provisions of 10 CFR 50.51(b). The facility has been maintained in SAFSTOR condition. On March 14, 2025, the license was transferred to NorthStar Vallecitos, LLC (NSV). The facility is next to the remaining Vallecitos Boiling Water Reactor structures. NSV plans to transition the EVESR facility to active decommissioning as soon as possible and to terminate the license by 2030.

On August 19, 2025, the NRC issued Amendment 8 to the EVESR license. The license amendment moved the remaining structures and components, as well as the in-situ radioactivity, associated with Vallecitos Boiling Water Reactor License No. DPR-1 under the authority of the EVESR license. NSV intends to submit a License Termination Plan for the EVESR facility by 2028.
