This document provides technical bases for revision of the U.S. Nuclear Regulatory Commission Regulatory Guide 1.138, Laboratory Investigations of Soils for Engineering Analysis and Design of Nuclear Power Plants, reflecting current and state-of-the-art techniques related to laboratory testing of soils. The report summarizes the processes required in a laboratory testing program. Topics range from storage, selection, and handling of test specimens, to static and dynamic testing methods and equipment. Specific requirements for liquefaction analysis and field site investigations are not addressed in this document but are covered in companion technical bases documents.
