REMARKS:	IP 60854 (Preoperational Testing of an Independent Spent Fuel Storage Installation) has been revised to make editorial and administrative changes; delete obsolete references to SALP; delete other obsolete references; move initial review requirements of Section 02.02 in IP 60855 to IP 60854 Section 02.06; reflect review of 10 CFR 72.48 and 72.212(b) evaluations and use of new IP 60857; modify wording of inspection resources to reflect that the numbers used are general and that actual budgeted resources for each inspection will vary as defined by each site's IP.
