IMC 1202 (Senior Resident Inspector Site Turnover) is issued to assure that a comprehensive and effective turnover process is conducted in a uniform manner at all reactor sites. IMC 2515 (Light-Water Reactor Inspection Program - Operations Phase) has been revised to incorporate changes based on input from focus groups, following the first year of implementing the Reactor Oversight Process. Changes were made in guidance related to planning significant alterations to the baseline inspection program and individual sites, communicating inspection observations to licensees, and plant status as a deep backshift activity. IMC 2515, Appendix A (Risk-Informed Baseline Inspection Program) has been revised to clarify guidance for distributing inspection effort across units at multi-unit sites, and focusing efforts if no inspection opportunities are available. IMC 2515, Appendix B (Supplemental Inspection Program) has been revised to include new Inspection Procedure 62710, "Power-Operated Gate Valve Pressure Locking and Thermal Binding." IMC 2515. Appendix D (Plant Status) has been revised to promote more uniform understanding and implementation. Additionally, this revision emphasizes that inspectors must transition to the appropriate baseline inspection when their effort shifts from collecting status information to evaluating a potential inspection issue. IP 62710 (Power-Operated Gate Valve Pressure Locking and Thermal Binding) is issued to be used in conjunction with supplemental inspection procedure 95002 to evaluate the extent of condition of performance issues associated with power operated valves. IP 71111.01 (Adverse Weather Protection) has been revised to provide detailed inspection requirements and guidance for evaluating licensee's readiness for seasonal susceptibilities and impending weather conditions. In addition, the inspection resource estimate is revised to provide a band for more inspection flexibility. IP 71111.02 (Evaluations of Changes, Tests, or Experiments) has been revised to change the frequency of inspection from "annual" to "biennial" review, and to allow some latitude in sample size and estimated resources. IP 71111.04 (Equipment Alignment) has been revised to provide clarifications to the inspection requirements concerning partial walkdowns and identification and resolution of problems. In addition, inspection resource estimates and level of effort are revised to provide a band for more inspection flexibility. IP 71111.06 (Flood Protection Measures) has been revised to provide additional clarifications to the inspection activities concerning underground bunkers/manholes and walkdown of |
