DESCRIPTION:
The DAMPING RATIOS command given immediately prior to the ASSEMBLE FOR
DYNAMICS, DYNAMIC ANALYSIS EIGENVALUE, or DYNAMIC ANALYSIS MODE
SUPERPOSITION commands will prevent the computation and assembly of the
stiffness and mass damping matrices.  This condition will furthermore
result in the computation of 0.0 values for the modal damping ratios by
the COMPUTE MODAL DAMPING command.  The stiffness and mass damping ratios
are computed and assembled as a result of damping factor values specified
in any or all of the following commands:  CONSTANTS, JOINT RELEASES,
INERTIA OF JOINTS, DAMPING PROPORTIONAL.
The following sequence of commands illustrates this situation:
          DAMPING RATIOS 0.05 10
          ASSEMBLE FOR DYNAMICS   $ No damping matrices assembled
          PERFORM EIGENVALUE ANALYSIS
          DYNAMIC PARAMETERS
            RESPONSE DAMPING INPUT 1.0 STIFFNESS 1.0 MASS 1.0
          END
          COMPUTE MODAL DAMPING RATIOS   $ 0 damping ratios computed
Work-around:
     Position the DAMPING RATIOS command immediately before the COMPUTE
     MODAL DAMPING RATIOS command.
