SOLID STATE PROTECTION SYSTEM (SSPS) DECLARED INOPERABLE FOR BOTH
UNITS.
                                                                 
AT 14:30 THE LICENSEE DECLARED THE SSPS INOPERABLE ON BOTH UNITS.
 THE REASON THE SSPS WERE DECLARED INOPERABLE IS BECAUSE A STEAM
BREAK COULD CAUSE A SHORT IN THE TURBINE TRIP PROTECTION CIRCUITS
LEADING TO A LOSS OF POWER TO BOTH TRAINS OF THE SSPS.  THE
POSTULATED EVENT IS SIMILAR TO THAT REPORTED BY DIABLO CANYON ON
2/1/95 (SEE EVENT #28318).
                                                                 
THE LICENSEE HAS ENTERED TECHNICAL SPECIFICATION LIMITING
CONDITION FOR OPERATION ACTION STATEMENTS 3.3.1.1 FOR THE REACTOR
TRIP PROTECTION SYSTEM, 3.3.2.1 FOR THE ESF SYSTEM, AND 3.0.3 DUE
TO DECLARING SSPS INOPERABLE. THE LIMITING TECH SPEC IS 3.3.2.1
WHICH REQUIRES THE LICENSEE TO BE IN HOT STANDBY WITHIN 6 HOURS
AND TO BE IN HOT SHUTDOWN WITHIN 30 HOURS.
                                                                 
THE LICENSEE WILL INFORM THE RESIDENT INSPECTOR.
