Tom Taylor, currently the Assistant Plant Manager, Operations, will replace Mr. Hoops. The change is effective January 2002. Regional Action: None. MR Number: 4-01-0005 Diablo Canyon 1 2 Date: 08/08/01 Avila Beach,California Licensee called HOO Dockets: 50-275,50-323 PWR/W-4-LP,PWR/W-4-LP Subject: ELECTRICAL FAULT CAUSED LOSS OF START-UP POWER (EVENT 38186) Reportable Event Number: 38186 Discussion: On Saturday, August 4, 2001, the licensee experienced an electrical fault that caused the loss of startup transformer power to both units while both units were operating at 100 percent power (reference Event Number 38186). The loss of startup power resulted in loss of electrical power to outbuildings and a precautionary start signal to the emergency diesel generators. All six emergency diesel generators started as designed for this condition; none of them tied on to the emergency electrical buses since offsite power was maintained through the 500 kV supply lines. Both units remained at full power. This morning report is an update to that event report. Power to the Unit 2 startup transformer was restored on Sunday, August 5, 2001. Using a crosstie from the Unit 2 startup transformer, startup power to Unit 1 was restored by midday on Monday, August 6. During its investigation, the licensee found that a 230 kV/12 kV fused disconnect switch on the outside wall of the turbine building in Unit 1 was badly damaged. In addition, during the event, the licensee lost power to several buildings such as the administration building and the simulator. The licensee knew that electrical power would not be restored to administrative buildings by Monday and instructed nonessential personnel not to report to work. Power was restored to the administrative buildings early on Tuesday, August 7. The licensee is investigating the causes for the event and is repairing damaged equipment.
