TECHNICAL SPECIFICATION VIOLATION
The following information was provided by the licensee via phone:
On January 6, 2025, the licensee reported that it had violated Technical Specification 7.1.3.2 which requires the reactor operator to be present in the control room when the reactor is not secured. The reactor operator left the control room for three minutes to conduct routine maintenance. Upon returning to the control room, the reactor operator discovered the reactor key was still in the console.
The NRC Project Manager was notified.

60-DAY OPTIONAL TELEPHONIC NOTIFICATION FOR AN INVALID EMERGENCY DIESEL GENERATOR ACTUATION
The following information was provided by the licensee via phone and email:
"This 60-day telephone notification is being made per the reporting requirements specified by 10 CFR 50.73(a)(2)(iv)(A) and 10 CFR 50.73(a)(l) to describe an invalid specific system actuation.
"At 0841 EST on November 9, 2024, with Unit 2 in mode 5, at 0 percent power, an actuation of the 2-1 emergency diesel generator (EDG) occurred when an invalid start signal was generated during troubleshooting activities associated with the 2AE diesel start relay. The 2-1 EDG automatically started as designed when the start signal was received. The output breaker did not close and the 2AE emergency bus remained energized from offsite power consistent with plant design. This was a complete actuation of an EDG to start and come to rated speed, and all affected systems functioned as expected in response to the actuation. Following the actuation, the 2-1 EDG was shut down in accordance with plant procedures.
"Unit 1 was in mode 1 at 100 percent power and was not affected by this event.
"This event is considered an invalid system actuation reportable under 10 CFR 50.73(a)(2)(iv)(A).
"The actuation was not initiated in response to actual plant conditions or parameters and was not a manual initiation. Therefore, in accordance with 10 CFR 50.73(a)(l), this telephone notification is provided within 60 days after discovery of the event instead of submitting a written licensee event report.
"There was no impact on the health and safety of the public or plant personnel. The NRC Resident Inspector has been notified."
