AIR Time

It's almost time for the NSTS Annual Inventory Reconciliation (AIR)! Here are three helpful tips to get ready:

  • Make sure to submit any missing transactions either online or via the Form 748 – this will ensure that the sources are under the correct inventory.
  • Licensees with above threshold sources by the end of December will soon be receiving their reconciliation packages in the mail – so be on the lookout for it.
  • Remember, the reconciliation has to be completed in January. So you can't start until January 1st and you don't want to wait too long to submit your corrections or confirmation.

Furlough Information for NSTS Users!

The NRC will begin their furlough shut down on Thursday October 10th. We have been getting some questions on what this furlough means in terms of the NSTS and reporting for licensees. The federal government furlough does not exempt licensees from the NSTS reporting requirements! Reporting an NSTS transaction is still required by the close of the next business day following the transaction. The NSTS Help Desk will still be operating during the furlough, and will continue to process the Form 748 transaction reports that are submitted by email and by fax.

Please note that, any licensee applying for online access to the NSTS may experience delays in the credentialing process due to the furlough.

Reporting NSTS Transactions Involving Temporary Jobsites

We often get questions from licensees and regulators on whether they need to report transactions when they use nationally tracked sources at temporary jobsites. Since the NSTS regulations in 10 CFR 20.2207 do not directly address temporary jobsites, we recently issued a regulatory issue summary to clarify when reporting is and is not required when temporary jobsites are involved. In most cases, transaction reports are not required for work performed at temporary jobsites. For example, a radiographer that uses a source at a temporary jobsite within their license jurisdiction (NRC or Agreement State) or in another jurisdiction under a reciprocity agreement would not need to report this to the NSTS. Also, a radiographer that uses a source a temporary jobsite in another jurisdiction under a separate license, such as in the case for a company with multiple licenses, would not need to report this to the NSTS. However, there are occasional situations involving temporary jobsites where reporting to the NSTS is required. These situations typically involve a change in possession from one licensee to another. For example, when a manufacturer sends a source directly to a radiographer at a temporary jobsite or when a radiographer sends a source back to the manufacturer from a temporary jobsite, these transactions would need to be reported to the NSTS.

Training for the License Verification System

The License Verification System (LVS) will be deploying this week, and the NRC is offering Web-Based Training on how to use the system! With summer right on the horizon, we realized that it may be challenging to train everyone in just a couple of sessions, so we are offering many sessions throughout June and July. Hopefully one of these will suit your schedule!

The main purpose of the LVS is to be a tool for licensees to comply with the new Part 37 requirement for license verification. The requirement is that prior to any transfer of Category 1 or 2 quantities of radioactive materials, the licensee needs to verify with the receiving licensee's regulatory agency that the receiving licensee is authorized to obtain radioactive materials in authorized amounts. When a licensee accesses the LVS to verify a license, the licensee will provide some necessary information to obtain a copy of the license they need to verify. Once the request is initiated, the system checks the possession limits of the authorized materials from the Web Based Licensing (WBL) System against the inventory for those materials in NSTS. If the check is cleared, then the system displays the license from WBL to the licensee, so they can complete the verification.

Certificate Renewals and Updated Form 748s

Some of you may be coming up on your certificate renewals for your NSTS cards, which happens every two years. If you have any problems renewing your certificates or have upgraded your computer recently and can no longer access NSTS, please contact the Help Desk at NSTS.help@nrc.gov or 1-877-671-6787.

If you can't access NSTS, you can always report transactions by using the electronic Form 748s. The forms were recently renewed by the Office of Management and Budget so the forms have been updated with the new expiration date (January 31, 2016) and the new fax number (1-888-821-2534). Some of the benefits of the electronic forms are that you can fill them out online, submit them by email with the click of a button, and keep a record by saving your form directly to your computer. It's that easy!

It's AIR Time!

With the blink of an eye, January is flying right by! All inventories and instructions were mailed out days ago and you should have already received your Annual Inventory Reconciliation (AIR) package in the mail. If you have online access to the National Source Tracking System (NSTS), you don't have to wait for the AIR package to arrive – you can just go online and complete your AIR. If you don't have online access to NSTS and for some reason have not received your inventory package, please contact the NSTS Help Desk Immediately at 1-877-671-6787 or by email at NSTSHelp@nrc.gov. As a friendly reminder, all inventories must be reviewed, updated, and approved by January 31st!
