REMARKS:

IMC 2515 (Light-Water Reactor Inspection Program - Operations Phase) is revised to include UFSAR guidance and to delete reference to the Integrated Performance Assessment Process, IP 93808, as a Core procedure. This procedure has been moved to Appendix B, as a regional initiative action.

IMC 2515, Appendix A (Core Inspection Program Procedures) is revised to include IP 37001, "10 CFR 50.59 Safety Evaluation Program," as a Core procedure. Since this is a procedure that is required to be performed on an annual basis, it belongs in the Core program by definition.

IMC 2515, Appendix B (Regional Initiative and Reactive Inspection Program Procedures) is revised to include IP 93808, "Integrated Performance Assessment Process." This was previously listed as a Core procedure; however, with the current emphasis on engineering inspections, there are not sufficient inspection resources to support both programs at this time. Parts of the procedure may be performed at the region's discretion. Moving IP 93808 back to the Core inspection program will be evaluated at some future date.

IMC 2690 (Inspection Program for Dry Storage of Spent Reactor Fuel at Independent Spent Fuel Storage Installations) has been completely revised.

IMC 2690, Appendix A (Inspection Program for an ISFSI Located at a Reactor Site) is a new issuance.

IMC 2690, Appendix B (Inspection Program for an ISFSI Located Away From Any Reactor Site) is a new issuance.

The revised IMC and new Appendices are intended to address the following issues:

  • Providing new and comprehensive guidance for inspection of ISFSI activities, including the development of an integrated inspection plan for each new ISFSI site.

  • Establishing methods to ensure accountability for the planning, scheduling, implementing, and auditing of the ISFSI inspection program.

  • Providing for early meetings between the NRC and new ISFSI licensees or applicants, CoC holders or applicants, vendors, and fabricators. These meetings are intended to promote clear and open communications between the NRC and licensee or applicant, vendor and fabricator; improving the licensee's or applicant's, vendor's and fabricator's understanding of their respective responsibilities under 10 CFR Part 72; and discussing problems and lessons learned from other CoC holders and ISFSIs.

  • Providing scheduling guidance for the five new ISFSI inspection procedures (IPs 60851 - 60855) issued in 1996.

  • Establishing inspection guidance for licensee programs which support operation of the ISFSI.

  • Updating and clarifying the NMSS organizational responsibilities for oversight of ISFSI activities. Updating and clarifying interface activities and responsibilities between NMSS/SFPO and NRR.

IP 40750 (Class II Non-Power Reactors) is deleted. This procedure has been replaced with IP 69001, "Class II Non-Power Reactors."

IP 41745 (Class I Non-Power Reactor Operator Licenses, Requali-fication, and Medical Activities) is deleted. This procedure has been replaced with IP 69003, "Class I Non-Power Reactor Operator Licenses, Requalification, and Medical Activities."

IP 69001 (Class II Non-Power Reactors) is issued to replace IP 40750. It has been given a number sequence to place all Non-Power reactor procedures in its own Part Number in the Table of Contents. In addition to a new number the procedure has added guidance for operator requalification for 10 CFR 50.74, and added guidance for the new constraint regulation 10 CFR 20.1101. Out-of-date guidance and inspection requirements have been deleted.

IP 69003 (Class I Non-Power Reactor Operator Licenses, Requalification, and Medical Activities) is issued to replace IP 41745. It has been given a number sequence to place all Non-Power reactor procedures in its own Part Number in the Table of Contents. In addition to a new number, guidance has been added to address 10 CFR 50.74 on operator requalification.

IP 69004 (Class I Non-Power Reactor Effluent and Environmental Monitoring) is issued to replace IP 80745. It has been given a number sequence to place all Non-Power reactor procedures in its own Part Number in the Table of Contents. In addition guidance on new constraint regulation 10 CFR 20.1101 has been added with changes to associated inspection requirements.

IP 69005 (Class I Non-Power Reactor Experiments) is issued to replace IP 69745. It is issued to allow a consistent numbering system for non-power reactor inspection procedures.

IP 69745 (Class I Non-Power Reactor Experiments) is deleted. It has been replaced by IP 69005, "Class I Non-Power Reactor Experiments."

IP 80745 (Class I Non-Power Reactor Effluent and Environmental Monitoring) is deleted. It has been replaced by IP 69004, "Class I Non-Power Reactor Effluent and Environmental Monitoring."

IP 83822 (Radiation Protection) is revised to update its guidance to include relevant rule and guidance that have occurred since the last revision of this procedure.

TI 2800/022 (Pilot Program For Issuing Field NOVs Resulting From Radiography Inspections) is deleted. The pilot program conducted using this TI proved the procedure to be impractical. Based on these results the TI has been discontinued and is deleted.
