Information Notice No. 90-67: POTENTIAL SECURITY EQUIPMENT WEAKNESSES
Addressees:
All holders of operating licenses or construction permits for nuclear
power reactors and Category I fuel facilities.
Purpose:
This information notice is provided to inform licensees about possible
generic weaknesses found in certain security equipment. It is expected
that recipients will review the information for applicability to their
facilities and consider actions, as appropriate, to avoid similar
problems.
The U.S. Nuclear Regulatory Commission (NRC) is distributing an addendum
to this information notice in a separate mailing to licensee departments
responsible for plant physical security. Because the addendum discusses
physical protection weaknesses that may be uncorrected at specific sites,
the addendum is designated as Safeguards Information in accordance with
Section 73.21 of Title 10 of the Code of Federal Regulations (10 CFR) and
NRC Manual Chapter Appendix 2101 Part XVII. Requirements for access to
Safeguards Information are given in 10 CFR 73.21 and 73.57.
The addendum also describes corrective measures that licensees have
employed against these weaknesses. Suggestions contained in this
information notice and the addendum do not constitute NRC requirements;
therefore no specific action or written response is required.
Description of Circumstances:
A recent occurrence at a nuclear power plant disclosed a problem in
certain security equipment that could have generic implications.
Discussion:
The Safeguards Information addendum to this information notice discusses
weaknesses in equipment similar to that involved in the occurrence
discussed above that have been identified at licensee facilities. Some
corrective and compensatory measures that have been employed against
these weaknesses are also described. These weaknesses may have generic
implications at other facilities.
