Annual Meeting to Discuss Recent Developments Regarding Operator Training, Qualifications, and Examinations (Generic Letter No. 84-17)

SUBJECT:  ANNUAL MEETING TO DISCUSS RECENT DEVELOPMENTS REGARDING OPERATOR 
          TRAINING, QUALIFICATIONS, AND EXAMINATIONS (Generic Letter No. 
          84-17)  

GENTLEMEN: 

On February 11, 1983, a meeting was held in Bethesda, Maryland to discuss 
NRC requalification examinations, NRC activities assessing the license 
examination process and content, operator licensing administrative 
procedures including standardized application foms and Operator Licensing 
Tracking System (OLTS), and decentralization of the operator licensing 
functions. The meeting was well received by the participants. The valuable 
feedback provided to the NRC staff was considered in the development of the 
"Operator Licensing Examiner Standards," NUREG-1021. 

Since the last meeting, there have been several important developments in 
the area of operator licensing, training, qualifications, and examination 
policies, including several proposed regulatory changes. The NRC staff will 
hold a similar meeting at the Holiday Inn CROWNE PLAZA, on August 1 and 2, 
1984, at 9:00 a.m. For your convenience, a block of rooms will be held by 
the CROWNE PLAZA until July 18, 1984, at a special rate of $55 per night. If 
you desire to make reservations at the CROWNE PLAZA, please call toll free 
1-800-638-5963 and identify the meeting as the Annual NRC Operator Training 
and Examination Conference. An information sheet with the addresses and 
telephone numbers of the CROWNE PLAZA and other local hotels is attached for
your convenience. 

The meeting will be conducted under a format similar to the last meeting. 
There will be brief presentations by the staff of the developments since the
last meeting. These will be followed by discussions from the floor and round
table discussions with utilities and their respective regional office 
personnel. 

The following topics will be discussed. 

August 1, 1984 - Section 306 (SECY 84-76 and 84-76A) 

1.   Proposed rulemaking for training and qualifications of Nuclear Power 
     Plant personnel and operator licensing - Section 306 Nuclear Waste 
     Policy Act 1982, P.L. 97-425.

August 2, 1984 - Operator Training and Licensing 

1.   NUREG-1021, "Operator Licensing Examiner Standards" including 
     Examination Review Policy. 

2.   Completion of the Regionalization effort. 

3.   NRC Form 398 - Examination Application Form. 

4.   Examination development and validation efforts. 

5.   Certification of Instructors. 

6.   Eligibility requirements for Cold License Candidates. 

The topics listed are of importance to your training departments, licensed 
operators and management. 

Although the meeting will be conducted by several different participants,
