To whom it may concern-Based upon information accumulated by Trentec, Inc., it has been determined that a number of capacity control valves purchased from York International as commercial grade items and dedicated for safety-related use by Farwell & Hendricks, Inc, (prior to being acquired by Trentec, Inc.) were subsequently found to contain a manufacturing defect. The manufacturing defect is due to improper machining of the holes in the valves, as indicated in the attached correspondence between Trentec and York International. The York International Part Numbers for this valve are: 364-21538-000(when purchased as a single item) and 064-20838C (as a subcomponent of a compressor).

Valves of this type were supplied as safety-related to Baltimore Gas & Electric Co. Trentec has been in contact with that utility regarding this condition, and return of the potentially defective valves has been requested in order to replace any improperly machined parts. At the present time, there is no indication that any of the defective valves have been installed in safety-related systems, however further information will be obtained from the utility in the immediate future to confirm the status of the supplied valves.

Re: York Capacity control Valves

All capacity control valves (subcomponent PIN 064-20838C) in inventory here at York PA and at the York Parts center in Baltimore have been checked for the incorrect machining (location) of holes as you described in your letter of 19 August. One part was found with the defect. This part has been scrapped. All others met the drawing.

This is a specialty part, not manufactured in production with fixtures, but custom machined in our specialty machine shop. If any discrepant parts were built into compressors, the compressor would function, but would not load/unload. Customer operators would not be able to switch from 4 cylinders to 6, or vice versa indicating a bad part. The specialty machine shop personnel have been made aware of the problem; and we will continue to monitor field operations for compressors in this condition. Thank you for your assistance. - 10CFR PART 21 REPORT - DEFECTIVE CAPACITY CONTROL VALVES

SEVERAL CAPACITY CONTROL VALVES PURCHASED BY TRENTEC, INC, CINCINNATI, OHIO, FROM YORK INTERNATIONAL CORPORATION, YORK, PENNSYLVANIA, AS COMMERCIAL GRADE ITEMS AND DEDICATED FOR SAFETY-RELATED USE BY FARWELL & HENDRICKS, INC (PRIOR TO BEING ACQUIRED BY TRENTEC, INC) WERE SUBSEQUENTLY FOUND TO CONTAIN A MANUFACTURING DEFECT. THE MANUFACTURING DEFECT IS DUE TO IMPROPER MACHINING (LOCATION) OF HOLES IN THESE VALVES.

THE YORK INTERNATIONAL PART NUMBERS FOR THIS VALVE ARE #364-21538-000 (WHEN PURCHASED AS A SINGLE ITEM) AND #064-20838C (WHEN PURCHASED AS A SUBCOMPONENT OF A COMPRESSOR).

VALVES OF THIS TYPE WERE SUPPLIED AS SAFETY-RELATED VALVES TO BALTIMORE GAS & ELECTRIC (BG&E) COMPANY (CALVERT CLIFFS).

TRENTEC PERSONNEL HAVE BEEN IN CONTACT WITH BG&E PERSONNEL REGARDING THIS CONDITION AND HAVE REQUESTED THAT THESE POTENTIALLY DEFECTIVE VALVES BE RETURNED TO TRENTEC SO THAT ANY IMPROPERLY MACHINED PARTS COULD BE REPLACED.

AT THE PRESENT TIME, TRENTEC HAS NO INDICATION THAT ANY OF THE DEFECTIVE VALVES HAVE BEEN INSTALLED IN SAFETY-RELATED SYSTEMS. HOWEVER, TRENTEC PLANS TO OBTAIN FURTHER INFORMATION FROM BG&E IN THE IMMEDIATE FUTURE TO CONFIRM THE STATUS OF THE SUPPLIED VALVES.
