MacFarland IV ILLINOIS Chief Nuclear Officer POWER An Illinova Company U-602954 4F.140 March 9, 1998 March 9, 1998 Docket No. 50-461 10CFR21.21 Document Control Desk Nuclear Regulatory Commission Washington, D. C. 20555 Subject: 10CFR21 Interim Report 21-98-008: Reliance Electric Motors Supplied by Rockwell-International for Hydrogen Recombiner Cooling Fans Do Not Have Nameplate-Specified High Temperature Bearings Dear Madam or Sir: On January 13, 1998, during disassembly and inspection of motors for a potential over-greasing condition, Illinois Power (IP) identified that the bearings installed in the Hydrogen Recombiner B Cooling Fan Motor 0HG04CB were not the same as the bearings specified on the motor nameplate data. The Hydrogen Recombiner B Cooling Fan motor was supplied to Clinton Power Station by Rockwell International (now Boeing North American Rocketdyne Division). The fan motor was manufactured by Reliance Electric Company. The fan motor is a 3-horsepower, 213T frame, 460-volts alternating current, 3-phase motor, vendor serial number 3YF882654A2. Further investigation of this issue identified that the bearings installed in the Hydrogen Recombiner A Cooling Fan Motor 0HG04CA are also not the same as the bearings specified on the motor nameplate data. Fan Motor 0HG04CA is a 3-horsepower, 213T frame, 4060-volts alternating current, 3-phase motor, vendor serial number 3YF882654A1. The motor nameplate for fan motor 0HG04CB specifies the following motor bearings: Drive End: 40BC02XPP30A26 Opposite End: 30BC02XPP30A26 The Hydrogen Recombiner vendor manual supplied by Rockwell specifies the following motor bearings: Drive End: 25BC02XPP30A26 Opposite End: 30BC02NPP30A26 U-602954 Page 2 The actual bearings installed in these motors are as follows: Drive End: KOYO Japan Part Number 6208Z (double shielded bearing) Opposite End: KOYO Japan Part Number 6206Z (double shielded bearing) The installed bearings are standard heat stabilized to 250 degrees Fahrenheit (F). Based on the bearing suffix code "26," the bearings specified by the motor nameplate and vendor manual should be bearings stabilized for size change of less than 0.010 percent at 300 degrees F after 2500 hours (reference AFBMA Standards 20, 1987, Section 5). IP determined this issue was potentially reportable under the provisions of 10CFR21 on January 13, 1998. Condition report 1-98-01-153 was initiated to track investigation and resolution of this issue. IP's evaluation of this issue under the provisions of 10CFR21 has not been completed. Both the Hydrogen Recombiner supplier and the motor supplier are assisting IP in the resolution of this issue. IP will complete the reportability evaluation of this issue by May 13, 1998. Additional information about this issue may be obtained by contacting F. T. Browne, Procurement Engineering, at (217) 935-8881, extension 3399. Sincerely yours, Walter G.
