10 CFR Part 21 Notification of Defect Relative to Transient Analyses at
Exposures Prior to End of Cycle
During the evaluation of the potential defect identified in Reference 1,
it was determined that the operating limits for LaSalle Unit 2, Cycle 8
could have been exceeded during operation at low power, high flow, and
with certain equipment out-of-service. Note that startup for Cycle 8 has
been delayed until the Fail of 1998. Therefore, the plant has never
operated under the conditions analyzed. Commonwealth Edison has been
notified of this defect and has been provided with revised limits.
Additionally it should be noted that the impact on other potentially
affected licensees was evaluated. It war concluded that ail other
operating limits supported by SPC analyses remain applicable.

SIEMENS ORIGINALLY NOTIFIED THE NRC OF THIS ISSUE WITH AN INTERIM
REPORT
DATED 10/16/97. FURTHER EVALUATIONS OF THE INTERIM REPORT HAVE
IDENTIFIED THE OPERATING LIMITS FOR LASALLE UNIT 2, CYCLE 8 COULD BE
EXCEEDED AT LOW POWER, HIGH FLOW, AND WITH CERTAIN EQUIPMENT
OUT-OF-
SERVICE. THE STARTUP FOR CYCLE 8 HAS BEEN DELAYED UNTIL OF THE FALL
OF
1998. THEREFORE, THE PLANT HAS NEVER OPERATED UNDER THE CONDITIONS
ANALYZED. COMMONWEALTH EDISON HAS BEEN NOTIFIED OF THIS DEFECT
AND HAS
BEEN PROVIDED WITH REVISED LIMITS.
THE IMPACT ON OTHER POTENTIALLY AFFECTED LICENSEES WAS EVALUATED.
THE
LICENSEE CONCLUDED THAT ALL OTHER LIMITS SUPPORTED BY SPC ANALYSES
REMAIN
APPLICABLE.
