Dear Sirs;

Based upon analysis of a charger returned by PSE&G (ARR130H300F, Spec
S04357X7, Serial LPS954288) the welds on the weld nut holding the Filter
Assembly Panel are not to specification and may not hold under seismic
stress.

Failure of the weld or weld nut could allow the Filter Assembly Panel to
break lose under seismic stress and cause damage to other components in
the charger and the loss of DC output.

by copy of this letter.  We will follow-up within 30 days with written
procedures to identify the weld nuts and possible defects within the
welds as well as repair procedures if a defect is identified.

C&D POWER SYSTEMS, INC. LOCATED AT WASHINGTON AND CHERRY STREETS
IN
CONSHOHOCKEN, PA. FAXED A PART 21 NOTIFICATION INVOLVING THE RESULTS
OF
AN ANALYSIS PERFORMED ON A CHARGER RETURNED BY PSE&G.  THE
ANALYSIS
CONCLUDED THAT THE WELDS ON THE WELD NUT HOLDING THE FILTER
ASSEMBLY
PANEL WERE NOT TO SPECIFICATION AND COULD RESULT IN FAILURE UNDER
SEISMIC
STRESS.  SIMILAR CHARGERS IDENTIFIED BY SERIAL NUMBER WERE DELIVERED
TO
PSE&G AND NORTHERN STATES POWER.  C&D POWER SYSTEMS WILL INFORM
THE ABOVE
CUSTOMERS OF THE DEFECTIVE WELD NUT AND PROVIDE A REPAIR
PROCEDURE, IF
DEFECTS ARE IDENTIFIED.
