Binding," October 17, 1996.
SUMMARY:
This Notification provides information concerning the potential for
incorrect operation, due to armature binding, of safety related GE HGA
relays manufactured between January 1989 and June 1991. The relays were
manufactured by GE Electrical Distribution and Control (GE-ED&C), Power
Management, Malvern, PA, and supplied by GE Nuclear Energy (GE-NE) as
safety related components.
For relays supplied for balance-of-plant (BOP) or unspecified (UNS)
applications, as well as most relays supplied for nonspecific
applications (i.e., to a panel Master Parts List number), it is not
possible for GE-NE to evaluate the safety significance of potential
failures to determine if a defect exists on the context of 10 CFR Part
21. We are therefore transferring the available information to the
affected utilities for evaluation.

The above references is a potential Part 21 notification associated with
the potential for incorrect operation, due to armature binding, of safety
related GE HGA relays manufactured between January 1989 and June 1991 by
GE Electrical Distribution and supplied by GE Nuclear Energy.
This notification was received by the Supervisor Performance Assessment
on November 22, 1996 at 1:25 PM.
According to the above reference, GE Nuclear Energy is unable to
evaluated the safety significance of potential failures to determine if a
defect exist in the context of 10CFR21.
The plant should perform an operability assessment and take appropriate
action to assure that the evaluation, notification, corrective action,
reporting, and record keeping are performed in accordance with
10CFR50.72, 10CFR50.73, 10CFR50.73, 10CFR73.71 or 10CFR21 as appropriate.
In accordance with IP 801, addressees are required to return this cover
letter to the supervisor Performance Assessment with receipt
acknowledgement and specific plant tracking system identification.
