This morning report is being issued due to a safety concern regarding upper stud assemblies for General Electric Nuclear Energy (GENE) AKR-30 low voltage circuit breakers. The deviation is specific to upper stud assemblies supplied under part number Q139C4632G1, and it consists of an incorrect angle between the stud and pivot. There were fifteen assemblies supplied with possible deviations to AmerenUE, of which five were returned and ten were installed in the Callaway Plant. The deviation will not prevent the circuit breakers from performing their design basis function at Callaway. However, the capability of the assemblies is indeterminate for severe faulted conditions. An installed circuit breaker, with the identified deviation, could fail if it were called upon to interrupt a severe fault.

All ten defective assemblies, which were installed in AKR-30 load center circuit breakers, have been identified. Work documents have been initiated to inspect and rework, as necessary, all breakers that have defective assemblies. Of the ten breakers that are defective, only three appear to have safety-related functions. The breakers with safety-related functions are a feeder breaker to a control building motor control center, the feeder breaker to the ultimate heat sink cooling tower fan "A", and a feeder breaker to an auxiliary building motor control center.

Callaway has concluded that this deviation does not constitute a "defect" as defined in 10 CFR Part 21 because the breakers would still perform their design basis requirements and would not create a substantial safety hazard. GENE has confirmed that Callaway is the only plant affected by this defect.

Discussion:

On December 17, 2003, Southern Nuclear announced that Mr. Jack Woodard, Southern Nuclear Operating Company (SNC) Executive Vice-President, will retire effective April 2004. Mr. Barnie Beasley, Farley Project Vice President, will succeed Mr. Woodard as Executive Vice-President effective January 1, 2004. Mr. Woodard will remain with SNC until April 1, 2004, to ensure a smooth transition. No replacement for Mr. Barnie Beasley was announced.

Discussion:

NMC announced the appointment of Richard Graham to the new position of Director, Site Operations for Prairie Island Nuclear Generating Plant. Graham, who is currently NMC's fleet Outage Director, will begin his new duties in January, 2004.

Graham joined NMC as fleet Outage Director in August 2001. Prior to that, he was with the Braidwood Nuclear Plant near Chicago and the South Texas Project near Houston. He served in operations management positions at both sites, most recently as operations manager at Braidwood. He was also involved with outage planning and execution at both sites.
