SEISMIC TREMOR FELT AT NORTH ANNA POWER STATION

Discussion:
At 3:59 p.m. on December 9, 2003, seismic activity was observed at the North Anna Power Station, located in Mineral, VA. Both units continued to operate at full power during and after the seismic activity. The NRC Senior Resident Inspector, as well as three Regional Inspectors, were on site at the time of the event and responded to the main control room. No abnormal annunciators were present. The control room staff, as well as licensee management, were aware of the tremor and responded. Auxiliary operators were immediately dispatched to determine any impact on the plant.
The earthquake was centered 15 miles southeast of Columbia VA, and approximately 29 miles from North Anna Power Station. The earthquake registered .02 g (4.5 on the Richter Scale) at the epicenter. Seismic monitoring equipment at North Anna was not actuated by the seismic activity. The Operating Basis Earthquake for North Anna is 0.06 g (5.4 on the Richter Scale) and the Design Basis Earthquake for North Anna is 0.12 g (5.9 on the Richter Scale). The plant alarm setpoint is set to actuate at 0.01 g.
The licensee and the NRC inspectors walked down portions of the plant, including the service water structure and the switchyard, and no abnormalities were noted.
The licensee made a Information Only notification to the NRC at 5:12 p.m. on December 9.
