Discussion:

On September 3, 2003, Nuclear Management Company announced that the Palisades Nuclear Generating Plant Site Vice President, Douglas E. Cooper, has been promoted to the position of Senior Vice President of Group Operations. It was also announced that the Palisades Nuclear Generating Station Site Director, Daniel J. Malone, has been promoted to the position of Site Vice President - Palisades Nuclear Generating Plant. Both appointments were announced as effective immediately.

As NMC's Senior Vice President of Group Operations, Mr. Cooper's chief responsibility will be to oversee both Palisades and Point Beach nuclear power plants. He will also be responsible for NMC fleet duties in the areas of standardization and business support.

As Site Vice President - Palisades Nuclear Generating Station, Mr. Malone's chief responsibility will be to oversee all plant activities and relationships with external stakeholders, including the asset owner, regulatory agencies, and the general public at Palisades.

The position of Site Director for Palisades Nuclear Generating Plant is currently vacant.

COMPLETION OF SPENT FUEL TRANSFER TO THE INDEPENDENT SPENT FUEL STORAGE INSTALLATION

Discussion:

On September 3, 2003, the Trojan Nuclear Plant, owned by Portland General Electric, completed transfer of all fuel from the spent fuel pool to their nearby Independent Spent Fuel Storage Installation. The licensee began moving fuel from the spent fuel pool to multi-purpose canisters on December 31, 2002. The relocation of all fuel from the spent fuel pool to the Independent Spent Fuel Storage Installation signifies that the fuel has been transferred from the licensee's 10 CFR Part 50 license to its 10 CFR Part 72 license.

As a result of this accomplishment, the licensee will implement a number of program changes including discontinuance of technical specification requirements for the spent fuel pool, deletion of the Defueled Safety Analysis Report coincident with the transfer of selected portions of the document into the Decommissioning Plan, deletion of the Fire Protection Plan and incorporation of the remainder of the program into site procedures, deletion of the 10 CFR Part 50 Emergency Plan, and modification of the site security program.

Region IV conducted a routine inspection of the Trojan facility during August 25-28, 2003. Areas inspected included site security, staffing, and concrete cask monitoring. In addition, the inspectors verified that all fuel, fuel debris, and fuel racks have been removed from the spent fuel pool.
