Subject: POSSIBLE STRIKE AT VOGTLE AND HATCH SITES
Discussion:
On June 6, 2003, the International Brotherhood of Electrical Workers
(IBEW) union rejected a contract offer from Southern Nuclear Operating
Company (SNC). No further contract negotiations are presently scheduled;
however, the union is re-voting on the proposed contract prior to the
contract expiring at midnight on June 30. The union will inform management
of the results on June 30. The union represents licensed reactor operators,
non-licensed operators, electrical and mechanical craft personnel, and
health physics and chemistry personnel at both Vogtle and Hatch. Security
and instrumentation and control (I&C) technicians are not affected.
The licensee has contacted local law enforcement concerning site access
during the strike. Site security personnel are to implement their normal
security procedures for any attempted unauthorized entry into the
protected area. The resident inspectors have informed union officials
and they are aware of the regulations requiring NRC inspectors to have
unimpeded site access.
This information is current as of 10:00 a.m., June 26, 2003.
Regional Action:
Region II personnel have reviewed the licensee's strike contingency plans
for both sites and the resident inspectors are monitoring selected
pre-strike preparations. The licensee's strike contingency plans address
areas such as normal plant operations, emergency operations including
emergency preparedness, fire protection, and physical security. The
strike contingency plans have been reviewed by each site's Plant Review
Board. If a strike occurs, Region II plans to initially perform
24 hour observations of operating activities. This monitoring would
focus on control room activities, emergency response staffing and the
ability of the replacement operating personnel to safely operate these
sites.
Region II will continue to monitor this situation and issue Morning
Reports and Preliminary Notifications as additional information is
obtained.
