Subject: PALISADES STARTUP FOLLOWING REFUELING OUTAGE

Discussion:

The Palisades Nuclear Plant was taken critical at 3:00 p.m. EST on
December 10, 1999, and the main generator was synchronized to the grid at
approximately 2:23 p.m. EST on December 14, 1999, following a scheduled
refueling outage. The outage lasted approximately 59 days. Major
maintenance items completed included: 1) replacing the seal package on
Primary Coolant Pumps P-50A, P-50C, and P-50D; 2) replacing the motor on
Primary Coolant Pump P-50D; 3) rebuilding Primary Coolant Pump P-50A; and
4) replacing both low pressure turbines on the main turbine generator.

In addition to the scheduled activities, several equipment problems
emerged during the outage necessitating repairs. These included crack
indications in control rod drive seal housings and hardened grease in
control rod drive mechanism clutch assembly bearings. Appropriate repairs
were completed for all the emergent issues.

Regional Action:

Resident inspectors observed portions of the reactor and plant startup
activities and will monitor portions of the plant power escalation to
full power.
