Combined License Application Documents for South Texas Project, Units 3 and 4 Application

The U.S. Nuclear Regulatory Commission (NRC) considers public involvement in, and information about, our activities to be a cornerstone of strong, fair regulation of the nuclear industry. As such, the NRC believes that nuclear regulation should be transacted as openly and candidly as possible to maintain and enhance the public's confidence. Ensuring appropriate openness explicitly recognizes that the public must be informed about, and have a reasonable opportunity to participate meaningfully in, the NRC's regulatory processes. Toward that end, this page provides access to documents and correspondence related to the application that STP Nuclear Operating Company (STPNOC) submitted to obtain a combined license (COL) for two Advanced Boiling Water Reactors (ABWR) designated as South Texas Project, Units 3 & 4.

By the letter dated January 19, 2011, STPNOC notified the NRC that, effective January 24, 2011, Nuclear Innovation North America, LLC (NINA) became the lead applicant for STP 3 and 4.:

Reference Documents

In accordance with Title 10, Part 52, of the Code of Federal Regulations (10 CFR Part 52), "Licenses, Certifications, and Approvals for Nuclear Power Plants," a COL application may reference a standard design certification, an early site permit, both, or neither. Many COL applications have referenced an application for design certification, in accordance with 10 CFR 52.55(c). On that basis, NINA referenced GE's ABWR design control document (DCD) in its COL application for South Texas Project, Units 3 & 4:

Some combined license applications were submitted with hyperlinks to various reference documents. Currently, the hyperlinks in those applications are not active. These hyperlinks represent an advanced feature that could be activated when the agency upgrades to web-based ADAMS, at which point these applications and documents such as the Final Safety Analysis Report and associated Technical/Topical Reports would be linked together.
