Abstract

The U.S. Nuclear Regulatory Commission (NRC or the Commission) staff prepared this supplemental environmental impact statement (SEIS) as part of its environmental review of Constellation Energy Generation, LLC's application to renew the operating licenses for Dresden Nuclear Power Station, Units 2 and 3, for an additional 20 years. This SEIS evaluates the environmental impacts of the license renewal and alternatives to license renewal. The alternatives evaluated in detail were the replacement power alternatives of natural gas, a combination of renewable and natural gas, and the no-action alternative. The NRC staff’s recommendation is that the adverse environmental impacts of license renewal for Dresden Nuclear Power Station, Units 2 and 3 are not so great that preserving the option of license renewal for energy-planning decisionmakers would be unreasonable. The NRC staff based its recommendation on the following:

  • the analysis and findings in NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (LR GEIS)
  • the environmental report submitted by Constellation Energy Generation, LLC
  • the NRC staff's consultation with Federal, State, Tribal, and local agencies
  • the NRC staff's independent environmental review
  • the NRC staff's consideration of public comments received during the scoping process and on the draft supplemental environmental impact statement
