The Unified Agenda (also known as the Semiannual Regulatory Agenda) is published twice a year in the Federal Register in accordance with Public Law 96-354, “The Regulatory Flexibility Act,” and Executive Order 12866, “Regulatory Planning and Review.” Our portion of the Unified Agenda is a compilation of all rulemaking activities that we have recently completed action or have proposed or are considering action.

The Regulatory Plan is published as part of the fall edition of the Unified Agenda. Our Regulatory Plan contains information on some of our most important regulatory actions that we are considering issuing in proposed or final form during the coming Fiscal Year.

You may access the most recent or earlier editions of our Unified Agenda and Regulatory Plan by any of the following ways:

  • RegInfo.gov:  This site allows you to browse any Unified Agenda from fall 1995–present.

    • For our current Unified Agenda and Regulatory Plan go to the Unified Agenda main page, select “Nuclear Regulatory Commission” from then drop down menu, and then select “Submit.”

    • For our historical Unified Agenda and Regulatory Plan go to the Historical Unified Agenda and Regulatory Plan page, select the desired publication from the drop down menu, select “Submit,” select “Nuclear Regulatory Commission” from the drop down menu, and then select “Submit.”

  • Regulations.gov:  This site allows you to browse any Unified Agenda from fall 2007–spring 2022.

    • Select “Nuclear Regulatory Commission” from the alphabetical list of all agencies and then select “Go.”

While our portion of the Unified Agenda and our Regulatory Plan provides a snapshot in time, we publish up-to-date information on our rulemaking activities, including petitions for rulemaking, on our NRC Rules and Petitions web page.
