Information Notice No. 82-15: NOTIFICATION OF THE NUCLEAR REGULATORY
COMMISSION (NRC)
Addressees:
All NRC licensees and all nuclear power reactor facilities holding a
construction permit (CP).
Purpose:
This information notice is to inform you of a changed telephone number for
the NRC Operations Center. This information notice also describes the
circumstances when a licensee may have to call this number. Changes to
licensee procedures may be necessary. No written response to this
information notice is required.
Description of Circumstances:
The Nuclear Regulatory Commission maintains a 24-hour-per-day Center in
Bethesda, MD. During non-business hours, each Regional Office diverts its
respective telephone numbers (10 CFR 20, Appendix D) to this Operations
Center over the Emergency Notification System. This Emergency Notification
System is a special, dedicated telephone system. Telephone calls to the
Operations Center are recorded. The Regional Offices maintain a
24-hour-per-day Regional Duty Officer system which augments the staff of the
Headquarters Operations Center, enabling rapid Regional response to an
incident.
Certain fuel facilities and power reactors have a direct, dedicated
Emergency Notification System telephone provided by the NRC which links
their control room, and/or other appropriate locations, with the NRC
Operations Center.
These licensees have been previously provided a commercial telephone number
to contact the NRC Operations Center in the event of a failure of the
Emergency Notification System.
On June 1, 1982, the Headquarters Operations Center will change its
commercial telephone number.
Discussion:
The following procedure, as appropriate, should be used to contact the NRC
when the primary means of contact fails:
1. Licensees With an Emergency Notification Systems
Upon a failure of the Emergency Notification System, immediately call
the NRC commercially at 202-951-0550.

2. Licensees Without an Emergency Notification System
Upon a failure to reach the NRC Regional Office at the individual phone
number for the Region (10 CFR 20, Appendix D), call the NRC
commercially at 202-951-0550.
No written response to this Information Notice is required. If you need
other information regarding this matter, please contact the Regional
Administrator of the appropriate NRC Regional Office.
