Gentlemen: 

SUBJECT:  TRANSMITTAL OF NUREG-0916 RELATIVE TO THE RESTART OF R. E. GINNA 
          NUCLEAR POWER PLANT 
          (Generic Letter No. 82-11) 

On January 25, 1982, the R. E. Ginna Nuclear Power Plant experienced a steam
generator tube rupture. On April 15, 1982, a copy of NUREG-0909, which 
described the factual information surrounding the event, was provided to 
you. The staff has now completed its review of Rochester Gas and Electric 
Corporation's evaluation of the incident (see enclosed NUREG-0916). This 
report documents the staff's findings relative to the cause of the event, 
the repairs and modifications made and concludes that the facility can 
restart with no undue risk to the public health and safety. 

Generic aspects are being developed as a result of lessons learned from the 
Ginna event.
